In order to improve the organization of the library network, taking modern requirementsinto account, the creation of fundamentally new information centers aimed at meeting the intellectual needs of the younger generation, preserving cultural, spiritual and moral values, and creating the necessary conditions for broader and more systematic information support for the population:

1. 1. To approve the proposals of the Ministry of Culture and Sports, the Ministry of Higher and Secondary Special Education, the Ministry of Public Education of the Republic of Uzbekistan, the Ministry for the Development of Information Technologies and Communications, the Council of Ministers of the Republic of Karakalpakstan, the regional khokimiyats and Tashkent to create:

Information resource centers at higher and secondary special educational institutions and general education schools by transferring the libraries of the Ministry of Culture and Sports to the Ministry of Higher and Secondary Special Education, the Center for Secondary Professional Education of the MVSSO, the Ministry of Public Education of the Republic of Uzbekistan;

Information and library centers of the Republic of Karakalpakstan, the regions and the city of Tashkent, subordinated to the Ministry for the Development of Information Technologies and Communications, on the basis of the Republican Library of the Republic of Karakalpakstan, regional scientific universal libraries, and the Tashkent Central City Library.

2. 2. Define the main tasks of information and resource centers:

Assistance to the systematic education and self-education of students in educational institutions and the population using modern information technologies;

Conducting wide propaganda of national spiritual and moral values, providing access to the cultural and historical heritage of the people, providing opportunities for the creative development of a spiritually rich and harmoniously developed personality;

Implementation of information services for the population on the basis of new information technologies (electronic databases, Internet resources);

Development of cooperation with educational institutions, local authorities, national cultural centers for joint implementation of cultural, educational, information and other programs and projects.

 

3. 3. To entrust information-library centers:

Creation of a qualitatively new level of information and library services for the population, prompt satisfaction of its scientific, educational, information and cultural interests on the basis of modern information technologies;

Ensuring the transition from traditional library services for readers to information and library support by creating their own information resources and providing access to the world's scientific and educational information resources;

Formation, preservation and provision of universal information resources, the collection of national and foreign publications (printed, audio-visual, electronic, etc.);

The creation of electronic libraries and databases that combine their information resources with the help of a consolidated electronic catalog;

Coordination of activities and organizational and methodological support of information and resource centers in the field of information and library business on the ground.

4. 4. To approve:

Scheme of the network of information-resource and information-library centers in accordance with Appendix No. 1;

Task on creation of information-resource and information-library centers in accordance with Appendix #2;

The composition of the Interagency Council for Coordination of the Information and Library System of the Republic in accordance with Appendix #3.

5. 5. The Interdepartmental Council for Coordination of the Information and Library System of the Republic shall ensure:

Free transfer of libraries from the Ministry of Culture and Sports to the Ministry of Higher and Secondary Special Education, the Center for Secondary Professional Education of the MSSA, the Ministry of Public Education of the Republic of Uzbekistan and the Communication and Information Agency of Uzbekistan in accordance with the procedure specified in Appendix # 4*, and carrying out their rational reorganization;

* Appendix #4 is not given.

Creation of expert commissions for conducting a two-month period of re-registration of all library collections taking modern requirementsinto account;

The development within two months of the relevant regulatory documents regulating the work of information-library and information-resource centers;

Staffing of information-library and information-resource centers with qualified personnel on a competitive basis;

High efficiency of the functioning of information-library and information-resource centers and the general availability of their use for all segments of the population.

The Cabinet of Ministers within a month's time to develop and approve regulations on the Interdepartmental Council.

On the results of the work done, report to the apparatus of the President of the Republic of Uzbekistan before December 1, 2006.

6. 6. To establish that the funding of information and library and information resource centers is carried out at the expense of the state budget and sponsorship funds.

The Ministry of Finance together with the Ministry of Economy of the Republic of Uzbekistan should envisage the allocation, starting from January 2007, of the necessary funds for computerization of information and resource centers and library centers, with the creation of electronic libraries and the introduction of advanced information technologies.

To the Council of Ministers of the Republic of Karakalpakstan, the regional khokimiyats and Tashkent to provide assistance in strengthening the material and technical base of information and resource centers.

7. 7. To entrust the Ministry of Information Technologies and Communications Development:

(Paragraph 1 of clause 7 in the wording of the Resolution of the President of the Republic of Uzbekistan of November 2, 2016 No. PP-2651-SZ RU, 2016, No. 46, Article 528 and Decree of the President of the Republic of Uzbekistan No. UP-4910-SZ of December 31, 2016 RU, 2017, No. 2, Article 25)

Step-by-step connection of information and library centers in the established order to the information network "ZiyoNET" with access to their resources of wide layers of the population;

Development of the system of electronic libraries, systematization of library information resources.

8. 8. To take into consideration that from 2006-2007 academic year it is planned to train bachelor's staff in the direction of education "informatization and library science" and corresponding Mastership specialties at Tashkent State Institute of Culture and Tashkent University of Information Technologies.

The Ministry of Higher and Secondary Special Education, the Ministry of Culture and Sports of the Republic of Uzbekistan and the Ministry for the Development of Information Technologies and Communications:

(Paragraph 2 of clause 8 in the wording of the Resolution of the President of the Republic of Uzbekistan of November 2, 2016 No. PP-2651 - NW RU, 2016, No. 46, Article 528)

In a month's time to develop and approve the requirements for retraining and upgrading the skills of information resource and information and library centers;

Ensure the creation of electronic textbooks and libraries, multimedia systems and programs.

9. 9. The Ministry of Justice of the Republic of Uzbekistan together with the interested ministries and departments within a month should submit proposals to the Cabinet of Ministers on changes and amendments to the legislation arising from this resolution.
10. 10. To supervise the implementation of this resolution to entrust Prime Minister of the Republic of Uzbekistan Sh.M.Mirziyev.
