In order to enhance the scientific virtue of Uzbekistan, to strengthen its place in the scientific society of the world, to develop science in the regions and to support talented young scientists, to develop national traditions in creation of high intellectual conditions, as well as, with the aim of re-establishing Khorezm Mamun academy that is the scientific, educational, cultural centre and one of the most ancient academies in the history:

1. Establish Khorezm Mamun academy – the regional branch of the academy of Sciences of the Republic of Uzbekistan in Khiva city.

Assign the main and organizational objectives of Khorezm Mamun academy as the following:

• To restore and develop the rich traditions in creation of high intellectual conditions on the basis of historical great national heritage in the field of science, to find young talented scientists, to involve them in the activities of the academy and enhance the effectiveness their scientific works;
• To study and analyze in details the rich heritage in the field of ancient national science, to conduct fundamental researches on history, archaeology, philosophy, philology and literature, biology and biotechnology, to create modern scientific schools, as well as, to implement scientific achievements to the practice;
• To conform the activities related to science in the region to the level of present day requirements;
• To train highly qualified research and educational personnel;
• To take active part in the implementation of the national program of personnel training, to establish permanent mutually beneficial cooperation between the continuing education system and science, to carry out research and educational activities in academic lyceums in a high level;
• To develop international scientific cooperation.

2. The academy of Sciences of the Republic of Uzbekistan (T.Jurayev):

• Organize scientific departments on history, archaeology, philosophy, philology, literature and biology in Khorezm Mamun academy, confirm the structure and Charter of the Khorezm Mamun academy in two weeks;
• Work out the main scientific directions and program of research works of Khorezm Mamun academy in a month;
• With the ministry of Finance, prepare the staff list and calculations of expenses related with the research works and the activities of Khorezm Mamun academy in a month;
• Conduct elections in the first quarter of 1998, to the structure of Khorezm Mamun academy among the scientists who works efficiently on the priority scientific directions according to their Charter.

3. Increase the number of actual members of the academy of Sciences of the Republic of Uzbekistan (academicians) to two, in order to support Khorezm Mamun academy by the government.
4. Ministry of Finance of the Republic of Uzbekistan (J.Sayfiddinov): allocate budgetary funds according to the calculations of the costs prepared by the academy of Sciences of the Republic of Uzbekistan, in order to conduct researches and scientific-organizational activities in Khorezm Mamun academy.
5. The state committee of Science and techniques of the Republic of Uzbekistan (P.Habibullayev): lay out the research topics of Khorezm Mamun academy into the structure of the State scientific-technical programs in 1998 and further years.
6. The academy of Sciences, the ministry of Higher and secondary special education of the Republic of Uzbekistan with the Hokimiyat of Khorezm region: provide the involvement of talented young scientists and highly qualified specialists in Khorezm Mamun academy and its departments.
7. Entrust the Hokimiyat of Khorezm region (I.Yusupov) to supply Khorezm Mamun academy with office building, to repair the building and provide with transport, communication and other important facilities, as well as, housing for researchers invited to the region.
8. Entrust the Cabinet of Ministers of the Republic of Uzbekistan with the control of the execution of this decree.
