Regulation of the Regional Branch of the Academy of Sciences of the Republic of Uzbekistan -Khorezm Academy of Mamun

2. The regional branch of the Academy of Sciences of the Republic of Uzbekistan - Khorezm Academy of Mamun is the regional scientific and scientific-organizational association of the entire research institutions and departments of the Academy of Sciences in Khorezm region.

 Khorezm Academy of Mamun was founded on November 11, 1997 in accordance with the Decree "Regarding the Reconstruction of the Khorezm Academy of Mamun" № 1880 of the President of the Republic of Uzbekistan. Regional department united scientific research institutions and other organizations in the area, as well as the members of the Academy of Sciences of the Republic of Uzbekistan working in higher educational institutions.

Main activity areas of the Khorezm Academy of Mamun are as follows: to study and analyze all the aspects of the rich heritage in the field of ancient national sciences; to conduct fundamental research in the fields, such as, history, philosophy, archeology, language and literature, biology and biotechnology; to create modern scientific schools and implement scientific achievements practically.

3. Khorezm Academy of Mamun has the status of an independent scientific institution, the right to a legal entity, a three-cornered stamp, sealed stamp andbank accounts in local, foreign banks and the financing is provided by the state budget.

4. Khorezm Academy of Mamunabides by the commission of Academy of Sciences of the Republic of Uzbekistan and its operations are based on the laws of the Republic of Uzbekistan, the Regulation of the Academy of Sciences of the Republic of Uzbekistan and this Regulation, as well.
5. Khorezm Academy of Mamunconducts fundamental and applied scientific researchindependently: identifies and sets fundamental programs, alsosolves issues of the inner structure.
6. Khorezm Academy of Mamun supervises scientific and financial-economic activity of its constituent departments.

II / Goals and Objectives

7. The main goals of the activity of Khorezm Academy of Mamun include: to develop and renovate affluent traditions in creating a highly intellectual environment on the basis ofthe ancient great national heritage,to seek talented and dedicated scientists and support them involving in the activities of the Academy, and to increase the efficiency oftheir scientific works.
8. The main objectives of the Khorezm Academy of Mamun are as follows:

• to develop fundamental scientific research in all aspects, to create and developthe region's scientific and technical potential;
• to create a basis for the introduction ofthe applied scientific research andimplement scientific results, that help to solve region’s scientific, technical, artistic, economic, financial and other issues, in the national economy;
• to organize scientific researches in accordance withthe international and national research programs in the area and adapt them to international cooperation,to present investigations of regional scientists abroad;
• to create and develop financial and technical base in the departments to ensure the effectiveness of the region's scientific and technical potential;
• to arrange scientific expert investigation and consultation in the region according to the instructions of the FTM and the commission of the Academy of Sciences of the Republic of Uzbekistan;
• to publish scientific papers, scientific journals, and support scientists of the area to publish monographs and other scientific work, as well as promoting the achievements of science and scientific knowledge;
• to develop recommendations regarding rational use of the establishments of the AS, Higher educational institutions and scientific-research institutions’ potential to perform fundamental and applied researches in the fields of history, archeology, philosophy, language, literature, biology and biotechnology and accomplish targeted and complex scientific-investigative programs, that provide acceleration of the scientific and technical development;
• to establish and coordinate scientific units included in the structure of the Higher educational and scientific institutions of the Khorezm Academy of Mamun;
• to organize and conduct scientific symposiums, conferences, meetings, seminars, international, national and regional exhibitions in terms of actual problems of science and practice;
• to recommend candidates in the general meeting of the Academy of Sciences for vacancies of correspondent and full membership of the Academy for the elections from theKhorezm Academy of Mamun;
• to participate actively in the implementation of the national training program, make interesting connection between continuing education and science, carry out a high level of scientific and educational activities in academic high schools;

9. Plans of the Khorezm Academy of Mamuninclude the following steps in order to perform its tasks and objectives:

• measurement of the financial and technical supply of the member organizations and institutions of the Academy;
• creates and provides supervising and centering case over unique scientific equipment and computing equipment usagecenter;
• foundation of the scientific units and organizations directed to perform scientific, technical, planned, manufacturing and commercial programs concerning its direction;
• acting as the customer of the constructions of tht Academy.

III. Governing Bodies of the Khorezm Academy of Mamun

10. The highest body of the Khorezm Academy of Mamunis the Scientific Council of the Academy members.
11. Scientific Council of theKhorezm Academy of Mamun:

• prepares scientific research plans, scientists in research units and listens to the reports about researches, analyzes them;
• administers permanent and temporary commissions, as well as approves proposals of new units, new councils concerning issues;
• Commission of the Academy is elected by secret or open ballot;
• Summons scientific gatherings, conferences, meetings to discuss the problems in accordance with the scientific work in the field of science;
• ScientificCouncil of the Khorezm Academy of Mamun examines a number of other issues related to its activity.

12. During the meetings conducted by the Scientific Council, Academy is supervised by the Commission and its Chairman.

Chairman of the Academy is elected by Adaptation Board through open or secret ballot for a term of 5 years and approved by the Presidentof the Academy of Sciences of the Republic of Uzbekistan.

The structure of the Commission includes the academy's chairman, his deputy, chief scientific Secretary of the Academy, and heads of divisions. The Commission members of the Academy are elected for a term of 5 years by open vote. Candidates voted by more than half of the members of the Academy participated in the elections are considered as voted.

The chairman of the Academy, atthat time, is considered as the chairman of the Commission of the Academy.

Tendencies of recognizing life changes and updates are respected in the elections of the Chairman of the Academy.

Deputy Chairman on scientific affairs and Chief Scientific Secretary of the Academy is elected among PhDs, and they are approved by the Commission of the Academy for 5 years’ term, as the Chairman proposes candidates.

14. The Commission of the Academy:

• Summons Scientific Council of the Academy;
• Organizes the examination of scientific and practical issues related to the function of the Academy, provides accomplishment of its resolutions;
• Examines the issues of the scientific establishments regarding the changes in their directions and makes suggestions on these matters to the Commission of the Academy;
• Examines the reports of scientific units, plans and programs of scientific researches, as well as the reports of the correspondent and full members of the Academy in the area;
• Expands the effectiveness of the commission responsible for defending dissertations.
• Acts as a general supervisor over scientific groups that are part of the Academy;
• Arranges the composition of the Scientific Council, organizes the discussion of the work done by research councils on the problems and the results of their activity;
• Selects the candidates for training in foreign scientific centers in order to improve their professional skills and controls the training of the researchers according to their professional specialization;
• Formsthe fundamental scientific research programs, and commission of experts that determines the performers of these programs on a competitive basis;
• Approves the chairmen and deputies of the scientific units.

15. Commission of the Academyis under the control of the Scientific Council and the Academy of Sciences of the Republic of Uzbekistan, and makes a report on their work in front of the Scientific Council annually.
16. Administration of Khorezm Academy of Mamun

16: Chairman of the Khorezm Academy of Mamun:

• RepresentsKhorezm Academy of Mamun in the establishments of the Academy of Sciences, governments, the public organizations and international organizations on behalf of the Academy;
• Goes to the court, arbitration, banking and other institutions on behalf of the Academy, as well as orders certain individuals to carry out the work ofAcademy administration, economic, judicial and arbitration issues;
• Approves the structures of the apparatus, research and other departments,that subordinate to the academy, staffing schedules, performs academic staff recruitment of the departments that are part of the Academy;
• Allocates the money and other material values in accordance with the amount of expenses approved by the Commission of the Academy on the basis of the legislative framework;
• Controls the accomplishment of the scientific and technical programs, supervises work carried out by international scientific cooperation;
• submits a report on the activities of the academy, authorizes ended scientific reports of the departments;
• Makes the use of the givenprerogative to him in accordance with this Regulation without the power of attorney, and entitled to give power of attorney;
• Arranges contracts regarding accomplishment of scientific researches and other issues aimed at solving actual problems of the region.

17. Deputy Chairman of the Academy on scientific affairs:

• Controls scientific and organizational matters of the scientific and research departments, as well as other branches that are part of the Academy;
• Controls the quality of training of the scientific and technical personnel, as well as science interns, graduate and doctoral students for the future development of the science;
• Carries out overall management of the function of the Scientific Council of the Academy.

18. Chief Scientific Secretary of the Academy is the assistant of the chairman of the Academy on providing scientific and organizational management.
19. Economic basis of the Academy’s activity
20. Khorezm Academy of Mamuncan be owner of the basic funds, material and financial resources, shares, securities and other property that is necessary to provide the activity instructed in the Regulation.
21. Academy's funds include:

• Budgetfunds that that supplied to perform fundamental and applied research programs;
• Incomes of the completed contracts of the organizations that subordinate to the Academy on a regular basis.

2. Regulation of the Academy and following changesand additions included to it are authorized by the Commission of the Academy of Sciences of the Republic of Uzbekistan.

VII. Arrangement of dissolution and reorganization of the Academy

23. Khorezm Academy of Mamun can be dissolved or reorganizedaccording to current system of the legislation.
